This paper analyzes the proposal that central banks should issue digital currencies (CBDC) to provide a public alternative to private digital accounts and cryptocurrencies. We build on some The promises and perils of central bank digital currencies recent themes in political economy research to give a broader and more balanced perspective than the existing literature, highlighting both the promises and perils of CBDC. We argue that, on the one hand, the present state of the private financial sector is problematic and (...) regulators should seek to tackle the issues of financial power, financial instability and lack of adequate monetary policy options. On the other hand, implementing CBDC comes with risks of its own, such as that of creating a “Frankenstein scenario” where too much power is given to unelected technocrats. Our tentative conclusion is therefore that CBDC should be seen as a second-best option, while the primary focus of policy makers should be on the possibility of financial re-regulation. (shrink)

Before the 2007–2008 global financial crisis, the vast majority of social scientists were not paying much attention to the politics of central banking, despite the fact that, since their creation, central banks have been pivotal institutions between private financial institutions and public authorities (Singleton, 2010). During the past decades, central banks acquired considerable independence from public officials under the Central Bank Independence (CBI) template (McNamara, 2002). Governments justified their decisions to delegate monetary competences by relying on a narrow conception of (...) monetary policy, in which central bankers should only seek to control inflation and ignore the implications of their policies on other economic issues such as financial stability or wealth inequalities (Issing et al., 2001; Marcussen, 2009). Heterodox economists and critical political economists opposed this view by declaring that monetary policy is fundamentally political as it deals with complicated policy trade-offs, which generates winners and losers (Epstein & Gintis, 1995; Forder, 2005). However, until 2007, their concerns were very marginal and remained at the fringes of the political debate. The vast majority of policy-makers, economists, and central bankers themselves agreed on the fact that the CBI template was the optimal institutional arrangement between fiscal and monetary authorities. This article examines Jacques Derrida’s work of self-reflection on his own teaching practice by using as a guiding thread the problematics of reproduction in the seminars of the 1970s. The first part of the article examines the sequence of seminars taught by Derrida at École normale supérieure from 1971 to 1977 to show how the concept of reproduction is deconstructed by Derrida across several seminars. Derrida systematically demonstrates, across several themes and fields (sociology and economy, biology and sexuality, art, technique, (...) ontology, and so on), that the critical recourse to the concept of reproduction (for instance, in its Marxist form) risks being complicit in the reproductive system it criticizes. The deconstructive motif of débordement is introduced to problematize this onto-logic of re-production. The second part of the article analyzes more specifically the unpublished seminar “GREPH, le concept de l’idéologie chez les idéologues français” (1974–75), in which Derrida examines the seminar function, his role as a teacher, and his own situation within the French educational system. In particular, Derrida offers a deconstructive critique of the reproductive effects of teaching, and of the institution of philosophy inasmuch as it functions as a reproductive machine. This work of deconstruction is done in the seminar notably through readings of Marx, Engels, and Althusser, with special attention to the concepts of ideology, reproduction, and sexual difference. The idea that Derrida kept silent on Marx before the publication of Spectres de Marx, in 1993, has become a commonplace in Derrida studies and in the history of Marxism and French 20th century political thought. This idea has often been accompanied by a certain representation of the relationship between deconstruction and dialectical materialism, and fed the legend of deconstruction’s «apoliticism» – at least before what some have called Derrida’s «ethicopolitical turn», usually dated in the early 1990s. Against this narrative, (...) this essay analyzes Derrida’s notorious «silence on Marx» before Specters of Marx from the perspective of the archives. Archival research transforms the narrative: Derrida’s «silence on Marx» was only «relative». Beyond the scene of publications, archives reveal another scene: multiple engagements with Marx and Marxist thought, marked and remarked in many archival documents – more particularly in a series of early seminar notes from the 1960s and 1970s. This text was prompted by a forum discussing the legacy of Jacques Derrida’s Specters of Marx, twenty-five years after its publication. In this short essay, I explore the book’s influence on the fields of Marxism, post-Marxism, and beyond. With the problematic of heritage and legacy in mind, I raise the questions of sexual difference and dissemination as that which comes to interrupt the genealogical logic of inheritance understood as filiation and reproduction. I show that Derrida’s book, besides questioning reception and (...) influence, yet remains to be read, especially in light of ongoing archival research on Derrida’s numerous engagements with Marx and Marxist thought in a series of unpublished seminars from the 1970s. This is done more specifically through a reading of an unpublished seminar from 1974-1975, dealing with the Marxian concepts of ideology and division of labor – which Derrida interrogates more particularly in relation to sex, sexuality, and sexual differences. As they make their way through Louis Althusser’s and Jacques Derrida’s texts, readers will cross innumerable curtains – ‘the words and things’, as Derrida says, as many fabrics of traces. These curtains open onto a multiplicity of scenes and mises en scène, performances, roles, rituals, actors, plays – thus unfolding the space of a certain theatricality. This essay traces Althusser’s and Derrida’s respective deployments of the theatrical motif. In his theoretical writings, Althusser’s theatrical dispositive aims to designate the practical (...) and material dimension of the scenes of ideology, materially enacted through roleplays, performances, acts, or discourses. At the horizon: a scientific discourse on ideology or, later, a strategic intervention in the class struggle. This scientific and/or strategic orientation echoes Althusser’s definition of materialism: ‘no more storytelling’. But Derrida’s ‘closure of representation’ reminds us that there’s no presence – even the most ‘material’ – no ‘truth’ or ‘correctness’ – in theoretical or strategic terms – without effects of re-presentation, differential repetition, narrative reconstruction: theatricality and materiality suppose a force of resistance, a secret heterogeneity, curtain foldings. Hence the irreducible necessity of reading, storytelling, transformative interpretation. What are the implications for thinking inheritance and debt – for example, the one binding Althusser and Derrida, and us to them? (shrink)

A milestone in the development of post-war Marxist thought.

Recent downward trends in corporate giving have renewed interest in the factors that shape corporate philanthropy. This paper examines the relationships between charitable contributions, firm size and industry. Improvements over previous studies include an IRS data base that covers a much broader range of firm sizes and industries as compared to previous studies and estimation using an instrumental variable technique that explicitly addresses potential simultaneity between charitable contributions and profitability. Important findings provide evidence of a cubic relationship between charitable giving (...) and firm size and evidence of strong industry effects. The plus-minus-plus regression coefficient sign pattern for the cubic firm size model suggests that small and large firms give more relative to total receipts with lower giving ratios among medium size firms. One interpretation for this finding is that small firms are close to the communities they serve while high visibility creates a need for large firm philanthropy. Strong industry effects provide evidence of inter-industry differences in giving culture and/or different public relations requirements across industries. (shrink)

When emotions are mentioned in the literature on mental competence, it is generally because they are thought to influence competence negatively; that is, they are thought to impede or compromise the cognitive capacities that are taken to underlie competence. The purpose of the present discussion is to explore the possibility that emotions might play a more positive role in the determination of competence. Using the MacArthur Treatment Competence Study as an example, it is argued that appreciation, a central theoretical concept (...) in many contemporary approaches to competence, has important emotive components that are seldom sufficiently recognized or acknowledged. If true, this means that some leading contemporary accounts of competence need to be revised in order to make more adequate provision for the positive contribution of emotion. (shrink)

Bertrand's random-chord paradox purports to illustrate the inconsistency of the principle of indifference when applied to problems in which the number of possible cases is infinite. This paper shows that Bertrand's original problem is vaguely posed, but demonstrates that clearly stated variations lead to different, but theoretically and empirically self-consistent solutions. The resolution of the paradox lies in appreciating how different geometric entities, represented by uniformly distributed random variables, give rise to respectively different nonuniform distributions of random chords, and hence (...) to different probabilities. The principle of indifference appears consistently applicable to infinite sets provided that problems can be formulated unambiguously. (shrink)

Algorithmic decision making is used in an increasing number of fields. Letting automated processes take decisions raises the question of their accountability. In the field of computational journalism, the algorithmic accountability framework proposed by Diakopoulos formalizes this challenge by considering algorithms as objects of human creation, with the goal of revealing the intent embedded into their implementation. A consequence of this definition is that ensuring accountability essentially boils down to a transparency question: given the appropriate reverse-engineering tools, it should be (...) feasible to extract design criteria and to identify intentional biases. General limitations of this transparency ideal have been discussed by Ananny and Crawford :973–989, 2018). We further focus on its technical limitations. We show that even if reverse-engineering concludes that the criteria embedded into an algorithm correspond to its publicized intent, it may be that adversarial behaviors make the algorithm deviate from its expected operation. We illustrate this issue with an automated news recommendation system, and show how the classification algorithms used in such systems can be fooled with hard-to-notice modifications of the articles to classify. We therefore suggest that robustness against adversarial behaviors should be taken into account in the definition of algorithmic accountability, to better capture the risks inherent to algorithmic decision making. We finally discuss the various challenges that this new technical limitation raises for journalism practice. (shrink)

Psychopathology is the science of what mental illnesses are. Affective psychopathology – or, alternately, the ‘psychopathology of affectivity’ – is the branch of psychopathology devoted to the study of mental disorders that implicate mental states associated with moods and emotions and what used to be called ‘passions’. Some segments of the history of affective psychopathology have been skillfully traced. However, there is one episode in that history that has not received the attention it deserves. It concerns medical writers in France, (...) England, and Scotland, during the latter half of the eighteenth century. In the literature, there are many axiomatizations of qualitative probability. They all suffer certain defects: either they are too nonspecific and allow nonunique quantitative interpretations or are overspecific and rule out cases with unique quantitative interpretations. In this paper, it is shown that the class of qualitative probability structures with nonunique quantitative interpretations is not first order axiomatizable and that the class of qualitative probability structures with a unique quantitative interpretation is not a finite, first order extension of the theory (...) of qualitative probability. The idea behind the method of proof is quite general and can be used in other measurement situations. (shrink)

Evidently an estimate of the history of American thought is in large part consequent on an interpretation of the value of the history of philosophy in its own right. This is complicated, however, by the fact that the history of philosophy itself has been treated in at least three ways. In each of these it is a record of doctrines, opinions, or views; but it must of course be more than a merely chronological account of verbal formulations. Interpretation is necessary (...) even where not admitted, and interpretation has as a consequence principles of selection and organization. Various proposals for generalizing event spaces for probability functions have been put forth in the mathematical, scientific, and philosophic literatures. In cognitive psychology such generalizations are used for explaining puzzling results in decision theory and for modeling the influence of context effects. This commentary discusses proposals for generalizing probability theory to event spaces that are not necessarily boolean algebras. Two prominent examples are quantum probability theory, which is based on the set of closed subspaces of a Hilbert space, and topological (...) probability theory, which is based on the set of open sets of a topology. Both have been applied to a variety of cognitive situations. This commentary focuses on how event space properties can influence probability concepts and impact cognitive modeling. (shrink)

What can psychoanalysis, a psychological approach developed more than a century ago, offer us in an age of rapidly evolving, hard-to-categorize ideas of sexuality and the self? Should we abandon Freud's theories completely or adapt them to new findings and the new relationships taking shape in modern liberal societies? In a remarkably prescient series of lectures delivered in the early 1960s, the French philosopher Louis Althusser anticipated the challenges that psychoanalytic theory would face as politics moved away from structuralist (...) frameworks and toward the elastic possibilities of anthropological and sociological thought. Psychoanalysis and the Human Sciences translates Althusser's remarkable seminars into English for the first time, making available to a wider audience the origins and potential future of radical political theory. Althusser takes the important step in these lectures of distinguishing psychoanalysis from psychology and especially psychiatry, which long resisted Freud's analytical concepts of the unconscious and overdetermination. By freeing psychoanalysis from this bind, Althusser can then apply these analytical concepts to the social and the political, integrated with Marxist theory. The result is an enlivened methodology for comprehending social organization and change that had a profound influence on the Frankfurt School and scholars who continue to work at the forefront of radical thought today: Judith Butler, Étienne Balibar, and Alain Badiou. The major argument of this article is that failing to measure what is taking place in treatment and control conditions can lead to scientifically invalid conclusions. It is argued that researchers are ethically responsible for being aware that variables related to the therapist, client, and the therapeutic relationship might play a confounding role when treatment and control conditions are compared. As a consequence, they should either measure these variables or be tentative in their interpretation of their findings.
